About the role
This role is responsible for owning the administration, configuration, and continuous improvement of OpenGov's HR technology stack. The hire will ensure that the systems and integrations managing employee data across the employee lifecycle are reliable, compliant, and aligned with the needs of a global workforce. They will operate as a player-coach, staying hands-on with the Workday stack while leading, mentoring, and growing the team. The Manager will partner with stakeholders across HR Operations, Payroll, Benefits, Talent Acquisition, and IT to maintain streamlined processes. They will also own the technical relationship with Ashby (ATS) and oversee the employee engagement survey platform. This position requires a deep, hands-on domain expertise spanning payroll, benefits, compliance, and general HR operations for both US and India geographies. The hire will share responsibility for HR data governance and integration architecture with the HRIS/HR Systems Architect.

What you'll do
- Lead, mentor, and grow a team of HR application administrators, setting priorities and developing technical and functional skills.
- Operate as a player-coach across the Workday stack and the broader application portfolio while providing techno-functional guidance.
- Manage team intake, workload, and prioritization across a broad portfolio of projects and day-to-day support, adhering to deadlines.
- Provide administration, configuration, support, and maintenance across OpenGov's HR and Payroll systems, including the full Workday suite.
- Deliver hands-on techno-functional expertise across payroll, benefits, talent management, talent acquisition, onboarding and offboarding, and general HR operations for US and India.
- Support India- and US-specific processes and regulatory requirements, including localized absence, compensation, and payroll configurations.
- Own the technical relationship with Ashby (ATS), including integration health, configuration, and offer workflows.
- Administer and support the employee engagement survey platform, including survey launches, configuration, and data management.
- Perform regular audits to ensure proper functioning of system processes and data integrity across HR applications.
- Partner with client groups and stakeholders globally to evaluate business needs and recommend system-based solutions.
- Consult with stakeholders to identify system gaps and opportunities addressed through configuration changes and new feature releases.
- Lead projects end to end, leading meetings, providing regular updates, and adhering to project deadlines.
- Assist in the development of materials and delivery of system training for end users.
- Maintain documentation of functional requirements and system specifications.
- Design, develop, and deploy reports and dashboards to support HR decision-making and compliance.
- Ensure HRIS data flows remain accurate and consistent when interfacing with NetSuite or comparable ERP systems.
- Drive continuous improvement initiatives for the HR technology stack, balancing global standards with local needs.
- Collaborate closely with the HRIS/HR Systems Architect on integration architecture and data governance policies.
- Act as a domain expert in employee lifecycle processes from hire to retire, ensuring system configurations reflect best practices.
- Serve as a central point of contact for cross-functional issues related to HR technology and system performance.
Requirements
- Bachelor's degree in Human Resources, Information Technology, Business Administration, or a related field.
- Minimum of 8 years of experience in HR technology, HR operations, or a related field.
- Minimum of 3 years of hands-on experience with Workday HCM and Payroll.
- Minimum of 3 years of hands-on experience with HRIS and integration concepts.
- Demonstrated experience managing HR technology for both US and India geographies.
- Deep understanding of payroll, benefits, talent management, talent acquisition, onboarding, and offboarding processes.
- Proven experience with compliance and regulatory requirements for HR in the United States and India.
- Strong experience with NetSuite or a comparable ERP and its integration to HRIS data flows.
Nice to have
- Experience with Ashby (ATS) and the administration of talent acquisition systems.
- Experience administering the employee engagement survey platform such as CultureAmp.
- Background in data visualization, report building, and dashboard creation using HR analytics tools.
- Experience supporting global workforce technology for organizations operating in multiple regulatory environments.
- Familiarity with change management practices related to HR system updates and enhancements.
Practical notes
- This is a full-time position based in Pune, India.
- The role may require travel within India and to US locations as needed for stakeholder meetings and project work.
- Candidates must be eligible to work in India without sponsorship.
- The position reports to the Director of Enterprise Applications and Engineering.
